Budget


Definition

The expenditure authorisation derived from the annual operating plan. The budget specifies the maximum expenditure permitted in each functional category for each period of the financial year. The budget is not a separate document from the annual operating plan; it is the expenditure dimension of the operating plan. A company that has a budget without an annual operating plan has authorised spending without a revenue plan against which to measure whether that spending is producing appropriate returns.

Common Misapplication

The most common misapplication is treating the budget as the primary planning document rather than as one dimension of the annual operating plan. A budget without a connected revenue plan, milestone plan, and headcount plan is an expenditure ceiling without strategic context.
